Summary of the House Committee Version of the Bill

SCS SB 302 -- ST. LOUIS SCHOOL BOARD ELECTIONS

SPONSOR:  Coleman (Cunningham, 86)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Elementary and Secondary Education by a vote of 15 to 0.

This substitute provides that the two St. Louis City school board
members whose terms expire in April 2010 will continue to serve
until November 2010 when their successors are elected.
Thereafter, the election date for those two members will be
filled at the general election in November, rather than the
municipal election in April.

FISCAL NOTE:  No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS:  Supporters say that because of changes to the number
of members and length of terms of the school board, the City of
St. Louis School District has two members elected in an
even-numbered year.  If the district can split the cost of its
school board election in those years, approximately $250,000 will
be saved.  The five members elected in odd-numbered years will
continue to be elected at the municipal election in April.

Testifying for the bill were Senator Coleman; St. Louis Board of
Education; and Missouri School Boards Association.

OPPONENTS:  There was no opposition voiced to the committee.
